Council to consider mandatory garbage, recycling service
The Eureka City Council can take another step Tuesday toward making universal curbside garbage and recycling collection a way of life. Special Projects Manager Gary Bird will ask the council to authorize city staff to bring back a universal curbside collection ordinance intended to assist the city in meeting state waste diversion mandates, and in reducing the amount of illegal dumping within city limits. The roots of the ordinance go back 18 years, to when California passed the Integrated Waste Management Act, which required cities and the state to cut their total garbage production in half by the year 2000. California Integrated Waste Management Board Chair Margo Reid Brown announced last September that California exceeded those goals, diverting 52 percent of its waste away from landfills -- a sizable accomplishment considering 90 percent of the state's waste ended up in landfills as recently as 1990, according to the waste management board.

Alycia Lane goes free
NEW YORK - Former CBS3 anchor Alycia Lane moved a step toward vindication in a five-minute hearing this morning in criminal court here. Lane, 35, no longer faces a felony assault charge, filed Dec. 16 after a middle-of-the-night encounter with police on a Manhattan street. Lane, out of work since Jan. 1, now faces less serious counts of obstruction of governmental administration and harassment. Both will be dismissed in six months if Lane stays out of trouble, Judge Dina Douglas said. Lane will carry neither a guilty plea nor a conviction on her record. Prosecutor Mike Greenman said the felony charge was dropped because the scratches to the plainclothes police officer were not serious enough to support the charge. Lane also agreed to one day's community service, which she has already performed.

THE dollar closed weaker today as offshore influences conspired to boost risk aversion, sending investors scrambling for safe haven assets. At 5pm AEDT, the Australian dollar was trading at $US0.8856/59, down from yesterday's close of 0.8999/01. During the day the dollar traded between a low of $US0.8818 and a high of 0.8881. The dollar traded in a choppy fashion through most of the local session, ending the day close to its opening price of $US0.8856/61. Westpac currency strategist Jonathan Cavenagh said the unit had been hammered in the latest bout of risk aversion and that further short-term weakness was likely. He said the slide in risk appetite - also evident in a sell-off in Asian and local equity markets, and a rally in safe-haven bonds, was prompted by ongoing concerns over conditions in credit markets.
